San Angelo City Council to Consider Property Deals, Zoning Changes

 

SAN ANGELO, TX — San Angelo's City Council will address property deals, zoning updates, and financial matters during its regular meeting on Tuesday at the McNease Convention Center.

The session will happen at 8:30 a.m. at 501 Rio Concho Drive.

Highlights from the agenda include:

  • Proclamations and Recognitions: Declaring March 18 as Texas SBDC Day, March 29 as Vietnam War Veterans Memorial Day, and March as Developmental Disabilities Awareness Month.
  • Public Comment: Residents can speak on non-agenda topics for up to three minutes after signing in.
  • Consent Agenda Items (typically approved en masse):
    • Approve minutes from Feb. 25 budget workshop and March 3 regular meeting.
    • Authorize city manager to negotiate property exchange with Howard College for about 20 acres near U.S. Highway 67.
    • Extend one-year real estate broker contracts with ERA Newlin and Steve Eustis Co.
    • Approve airport raw land leases: 23,000 sq. ft. to DK Boyd and 29,300 sq. ft. to Wade Hoak, each at $4,600 annually.
    • Lease 669 sq. ft. airport concession space to Miguel Vasquez for the Co-Pilot Grill.
    • Agreement with International Hot Rod Association for annual drag boat races at Lake Nasworthy.
    • Award $4.08 million wastewater improvements contract to Blackrock Construction.
    • Award $167,000 water treatment evaluation to Hazen and Sawyer.
    • Resolution to apply for Texas Water Development Board funds for lead service line replacement.
    • Accept donation from Skyline Aviation for police drone program.
    • Provide in-kind support for San Angelo Girls Fast-Pitch Association tournaments at Texas Bank Sports Complex.
    • Suspend Atmos Energy rate increase for 45 days.
    • Second reading of ordinance amending fiscal year budget for capital expenditures, stormwater projects and equipment.
  • Regular Agenda Items:
    • Presentation on fiscal year 2025 single audit by Pattillo, Brown & Hill.
    • Approve purchase of 601 Rio Concho Drive for up to $150,000.
    • First reading/public hearing on standards of care for summer recreation camps (ages 5-13).
    • First reading/public hearing on zone change from light manufacturing to general commercial for 5.384 acres near N. Bryant Blvd.
    • Resolution for joint public hearing on alternative zoning notice procedures for sections like residential standards, structure types and overlays.
    • Discussion/direction on modifying mobile food unit zoning section.
    • Discussion/direction on land development/subdivision ordinance for housing affordability.
    • Discussion/direction on zoning ordinance for additional residential districts supporting affordable housing.
  • Closed Session: Deliberations on real property, including potential lease of 347 acres near U.S. Highway 67 to San Angelo Data Center Campus Power LLC, under open government and ethics codes.
  • Follow-Up and Closing: Address executive session outcomes, announcements, future agenda items and adjournment.
